Technology is moving faster than the legislative branch can keep up. One well known example is the process of fracking. Large energy companies are polluting the under, and above ground water supplies to get at the gas reserves. Another example would be DNA profiling. Laws are having to be enacted to prevent people from being denied some type of benefit, in more cases insurance, because of some pre-existing medical condition. The purpose of the legislative branch of the government is to create, and enact various laws.
Laws are enacted to, among other things, regulate the various technologies for the health, safety, and well-being of the people. In some instances, some large corporations will lobby Congress to try to avoid responsibility for harm to the public caused by their technologies. The proper thing to do would be for the experts, as well as laypersons in the various concerned disciplines, to be impaneled to provide their professional, and lay input about these technologies.
This would allow the development of various laws to protect the public from the possible harm caused by the development of various technologies. However, in some instances, experts, and laypersons might be consulted, and duped into creating something harmful. So we need to think of the many possible scenarios, before implementing some of these technologies.
